Configure FrontPage with these settings for best results:
In the View Menu --> Ensure that the "Folder List" is showing and unselect the "Views Bar":

Right-click the parent folder in which to create a new folder, and then select New --> Folder:

How to Import Documents from your computer to the FrontPage Web:
Click and highlight the destination folder where the imported documents will be placed, and then select File / Import... and follow the prompts to add files and folders:

Highlight text or images, then right click and select "Hyperlink..." from the menu, then follow prompts:
